450.21 CITY MAY SPEND TO EXHIBIT PRIVATE SCIENCE, ART. Any city of the first class in this state is hereby authorized and empowered, from time to time, to appropriate and expend money, in such sums as may be determined by two-thirds vote of all members of its council or governing body, for the purpose of defraying the expense of housing, maintaining, and exhibiting scientific and art collections for the benefit of the public which are owned or controlled by private corporations or associations.
