505.09 COUNTY BOARD CONTROLS PLATS OUTSIDE MUNICIPALITIES. Subdivision 1. Platting; laying of public ways. The county board of any county shall have power to control and regulate the platting of subdivision of land and the laying out of streets and other public ways without the boundaries of municipalities. Subd. 1a. Town board preapproval. The board shall not approve any plat of land lying in a town which has appointed a planning and zoning commission unless the town board approves the plat and the laying of streets and other public ways shown on it. The approval shall be endorsed on the plat and signed by the chair of the town board. Subd. 2. Street width, parking places. The county board may adopt regulations concerning the width of streets and establishment of public parking places with which plats must conform before approval.
