84.8031 GRANT-IN-AID APPLICATIONS; REVIEW PERIOD. The commissioner must review an off-road vehicle grant-in-aid application and, if approved, begin public review of the application within 60 days after the completed application has been locally approved and submitted to an area parks and trails office. If the commissioner fails to approve or deny the application within 60 days after submission, the application is deemed approved and the commissioner must provide for a 30-day public review period. If the commissioner denies an application, the commissioner must provide the applicant with a written explanation for denying the application at the time the applicant is notified of the denial.
