97C.851 COMMERCIAL FISHING IN INTERNATIONAL WATERS; RESORT OWNERS. A license to buy or sell fish or to take fish commercially in international waters extending from Pigeon Point West to the North Dakota boundary line may not be issued to a person engaged in the business of conducting a summer resort, or to a member of the person's household or to an employee of the person.
