The board of supervisors of such county may exercise the power of eminent domain on behalf of the district wherever and whenever public necessity and convenience so require.Laws, 1992, ch. 387, § 12, eff. 7/27/1992 (the date the United States Attorney General interposed no objection to this amendment).
