The term 'ordinance' as used in this chapter shall be deemed to include ordinances, resolutions, orders and any other official actions of the council, except those procedural actions governing the conduct of the council's meetings, appointing a clerk of council, and exercising the council's investigative functions under Section 21-8-13(4).Laws, 1973, ch. 328, § 24; Laws, 1987, ch. 509, § 7, eff. 7/1/1987.
