No common carrier, Internet service provider or telephone company shall give to any candidate, or to any member of any political committee, or to any person to be used to aid or promote the success or defeat of any candidate for election for any public office, free transportation or Internet service or telephone service, as the case may be, or any reduction thereof that is not made alike to all other persons.
