The board shall make, adopt, and promulgate such rules and regulations, not inconsistent with the provisions of Articles 1 and 3, as it finds necessary or appropriate to the efficient administration of the functions with which it is charged under said articles.Codes, 1942, § 7446-08; Laws, 1952, ch. 299, § 8.
