The authority shall keep full, complete, and permanent minutes and records of all its proceedings, including the rules and regulations adopted by it, and said minutes shall be signed by the chairman, or vice-chairman, and attested by the secretary.Codes, 1942, § 8946-71; Laws, 1968, ch. 499, § 11.
