(1) The Department of Education is directed to establish a learning resources system to be implemented and administered by the department.(2) The state board of education shall adopt and promulgate such rules and regulations as are necessary to implement and administer this system.(3) The department is authorized to employ and train such professional and clerical assistance as is necessary to implement and administer the system.(4) The department is authorized to accept any federal, state or other governmental funds and any funds from private sources or gifts, grants or donations.Laws, 1974, ch. 374, § 3, eff. 3/15/1974.
