If, within three (3) weeks after notice by publication has been made of intention to issue bonds pursuant to the provisions of Section 37-27-65, ten percent (10%) of the adult taxpayers of the county shall petition against the issuance of said bonds, then the question shall be submitted to the qualified electors of the county, within twenty (20) days after the next meeting of the board of supervisors after the filing of the petition.
