(1) The licensing agency shall license and regulate all PPEC centers in the state that are not exempt under subsection (2) of this section. A license issued by the department is required for the operation of a PPEC center in this state.(2) A facility, institution or other place operated by the federal government or any agency of the federal government is exempt from the provisions of this chapter.
