It is hereby declared to be the intent of the Legislature, by this article, to assist municipalities of this state in the growth, development and redevelopment of downtown areas within their corporate limits by authorizing any of said municipalities to designate areas for development and/or redevelopment and to provide a method for accomplishing said purpose.Codes, 1942, § 3374-251; Laws, 1972, ch. 395, § 1, eff. 4/26/1972.
