Such municipality and/or such county shall have the authority to establish by ordinance a bridge and park commission as a municipal agency of said municipality or as a county agency of said county to be known and designated as the 'bridge and park commission.'Such bridge and park commission, where it is a municipal agency, shall be composed of five (5) commissioners who shall be residents of the municipality and qualified electors therein, and shall be appointed by the governing authorities of said municipality.
