Section 57-7-13 - Construction of chapter; applicability of debt limitation

This chapter, without reference to any other statute, shall be deemed to be full and complete authority for the issuance of bonds and borrowing of money as hereby authorized by municipalities or other governmental authority, and shall be construed as an additional and alternate method therefor. The bonds hereby authorized shall not constitute an indebtedness within the meaning of any constitutional or statutory limitation or restriction.Codes, 1942, § 7545-67; Laws, 1964, ch. 290, § 7, eff. 5/15/1964.
