The term 'industrial operations' as used in Sections 59-1-13 through 59-1-25 shall include but not be limited to any and all enterprises the operation of which will aid in the development of fisheries, commerce, navigation or shipping in the port, as well as all forms of manufacturing enterprises.Codes, 1942, § 7549.7-04; Laws, 1950, ch. 450, § 4.
