The purpose of this chapter is to provide for the construction, operation, and maintenance of highways, streets, culverts, and bridges in order to furnish access from interstate, primary, or secondary highways to reservoirs, parks, residential or industrial areas, and similar facilities and to provide a method for the financing thereof.Codes, 1942, § 8368-01; Laws, 1966, ch. 603, § 1, eff. 6/17/1966.
