This article, being necessary for the welfare of the state and its inhabitants, shall be liberally construed to effect the purposes hereof. But this article shall not be construed to repeal the laws under which any bridge has heretofore been constructed or operated by any county of the state and, as to such counties, the present laws shall remain in force and effect.Codes, 1942, § 8467; Laws, 1938, ch. 283.
