The State Highway Commission is authorized to use any monies in the State Highway Department Fund that are not appropriated or otherwise encumbered for any other purpose, to match federal funds that are made available for preliminary engineering of the Arkansas-Mississippi Great River Bridge or for any other project in connection with preliminary engineering, including environmental impact studies.Laws, 1985, ch. 357, § 5; Laws, 1992, ch. 314 § 1, eff. 4/20/1992.
