(1) The segment of Mississippi Highway 28 located in Copiah County, Mississippi, beginning at the Copiah County Medical Center, near the intersection of Highway 28 and VFW Road, and running westerly for a distance of one (1) mile, more or less, is designated and shall be known as the 'Carroll V.
