The board shall adopt all necessary rules, regulations and bylaws to govern its proceedings not inconsistent with this chapter or the laws of this state. The board shall adopt a seal, and the secretary shall have the care and custody thereof, and shall keep a record of all proceedings of the board, which shall always be open to public examination.
