It is unlawful for any agent of the commissioner, or any meat-hygiene agent:1. To approve or pass any diseased animal intended to be slaughtered for food, or any unwholesome meat, or any unwholesome meat-food product;2. To fail to condemn and mark, and cause to be rendered unfit for food, any diseased animal, unwholesome meat, or unwholesome meat-food product, found on examination of any establishment to be unfit for food;3. To fail to report as required any violation of this article;4.
