This chapter shall be administered by the State Chemist and the commissioner. The State Chemist or his designated employees shall establish specifications for antifreezes and engine coolants and prediluted antifreezes and prediluted engine coolants sold or offered for sale in the state as described in Section 75-56-17 and shall register antifreezes and engine coolants and prediluted antifreezes and prediluted engine coolants sold or offered for sale in the state as described in Section 75-56-9. The commissioner or his designated employees shall inspect and sample antifreezes and engine coolants and prediluted antifreezes and prediluted engine coolants sold or offered for sale in the state and the State Chemist or his designated employees shall analyze antifreezes and engine coolants and prediluted antifreezes and prediluted engine coolants sold or offered for sale in the state as described in Section 75-56-15.
