The commissioner shall have the power and authority to adopt, promulgate and issue such rules and regulations, not inconsistent with this article, or any other statute of the State of Mississippi, as he shall deem necessary for the purpose of the administration of this article. A copy of every rule and regulation promulgated by the commissioner shall be filed in accordance with the Administrative Procedures Law, Section 25-43-1 et seq.Codes, 1942, § 5591-52; Laws, 1958, ch. 168, § 22; Laws, 1996, ch. 423, § 12, eff. 7/1/1996.
