Any innkeeper or hotel keeper or manager who shall fail, neglect or refuse to comply with Section 75-73-1 of this chapter shall be guilty of a misdemeanor and on conviction shall be fined not less than twenty-five dollars ($25.00) nor more than one hundred dollars.
