Fees to be paid to director of revenue. — Before the secretary of state performs a duty or service required by law for which a fee is charged, the person requesting the service shall produce to the secretary of state the receipt of the state director of revenue showing that the fee has been paid to him or shall submit the fee to the secretary of state for transmittal to the state director of revenue. -------- (RSMo 1939 § 13428, A.L. 1947 V.
