County commission to appoint sewer supervisor — compensation and duties, how fixed (certain second class counties). — The county commission in all counties of the second class having a population of over thirty thousand inhabitants and containing a part of a city having a population of more than four hundred fifty thousand inhabitants may appoint a sewer supervisor and fix his compensation.
