Sections 67.870 to 67.910 not to apply to second class counties having more than 100,000 and less than 110,000 inhabitants. — Any other provision of sections 67.870 to 67.910 to the contrary notwithstanding, the provisions hereof shall not apply to counties of the second class having a population of more than one hundred thousand and less than one hundred ten thousand inhabitants. -------- (L. 1971 H.B. 570 § 9)
