White way system — costs, how paid. — The city council may, at its discretion, elect to assess as special taxes, one-half of the cost of installation of a white way system unless by remonstrance estopped, and submit to the voters a proposal to issue bonds for the remaining one-half, the whole project being contingent upon the approval of the proposed issue of special tax bills and of bonds. ­­-------- (RSMo 1939 § 6965, A.L. 1978 H.B. 971) Prior revision: 1929 § 6819
