Kansas City regional sports complex authority created — authority defined. — There is hereby created in any city with a population of more than three hundred thousand inhabitants which is located in more than one county a special authority to be known as the 'Kansas City Regional Sports Complex Authority'. Such authority shall be a distinct and separate entity from any county sports complex authority authorized by section 64.930.
