No state officer or clerk to deal in state stocks — penalty. — It shall not be lawful for the state treasurer or auditor, or any state officer or any clerk or employee of the state, to deal in any of the stocks or indebtedness of the state, at less than their par value, or any claim against the state, or to prosecute any claim against the state, under pain of forfeiting his office or place. ­­-------- (L. 1945 p. 1977 § 27)
