Title XIV ROADS AND WATERWAYS Chapter 227 Effective - 28 Aug 2016 227.440. Col. Stephen Scott Memorial Highway designated for a portion of I-64 in St. Charles County. — The portion of Highway 94 from the intersection with Interstate 64 to Mid Rivers Mall Drive/Pitman Hill Road in St. Charles County shall be designated as the 'Col. Stephen Scott Memorial Highway'.
