The commissioner of administration is authorized to enter into a lease-purchase agreement for the use of facilities to be constructed by a private developer on the grounds of the existing St. Louis state hospital for the use of the department of mental health, provided any facilities to be constructed shall contain provisions for a possible adaptive re-use of the present 'dome' building. 2. The attorney general shall approve the instrument of conveyance as to form. 3.
