Interstate use of water, negotiation of interstate compacts, duties of department — general assembly and other agencies to be consulted. — The department shall represent and protect the interests of the state of Missouri in all matters pertaining to interstate use of water, including the negotiation of interstate compacts and agreements, subject to the approval of the general assembly.
