Annual computation of actual energy cost savings. — Annually, at the conclusion of each state fiscal year, each borrower pursuant to the provisions of sections 640.651 to 640.686 shall compute the actual energy cost savings resulting from the implementation of the energy conservation project financed by the loan or financial assistance.
