Missouri 911 service board established. — There is hereby established within the department of public safety the 'Missouri 911 Service Board' which is charged with assisting and advising the state in ensuring the availability, implementation and enhancement of a statewide emergency telephone number common to all jurisdictions through research, planning, training, and education, but shall have no authority over communications service providers as defined in section 190.400.
