Southeast Missouri regional water district, certain counties may be included — governed by commission. — 1. There is hereby established a public corporation to be known as the 'Southeast Missouri Regional Water District'. The district may include all or part of the following counties: Scott, Mississippi, Stoddard, Butler, New Madrid, Pemiscot and Dunklin. 2.
