Annual election for membership on council. — In the month of January of each year an election shall be held in each of the established districts in which there is a vacancy for membership on the council, for the election of a member or members to the council, at which election each citizen of voting age residing in the district shall be entitled to vote. -------- (L. 1961 p. 7 § 8)
