Executive director's powers, compensation — funds and services not to be provided for projects outside state. — 1. The executive director of the authority shall act for the authority except that the appeal of the executive director's decisions shall be to the authority. 2. The executive director of the authority shall be paid on a level to be determined by the authority but not to exceed that of a division director of the department of agriculture. 3.
