Title XXV INCORPORATION AND REGULATION OF CERTAIN UTILITIES AND CARRIERS Chapter 390 • Effective - 28 Aug 1986 390.011. Purpose of law — how construed. — It is hereby declared that the legislation contained in this chapter is enacted for the following purposes: (1) To promote safe, adequate, economical and efficient transportation; (2) To promote the most productive use of equipment and energy resources; and (3) To conserve the interests and convenience of the public.
