Creditor or other person may file petition, when. — If the executor or administrator does not make such application, a creditor or other person interested in the estate may file a like petition, giving twenty days' notice to the executor or administrator. On the filing of the petition the court may order the executor or administrator to furnish such information and records as the court deems necessary.
