Each youth court shall: (1) use available resources to develop alternatives for the placement of youth; (2) use available resources for early intervention strategies for troubled youth; (3) use a validated risk assessment instrument approved by the office of court administrator for the measurement of risk and the effectiveness of treatment or intervention services for youth pursuant to 41-5-1512 or 41-5-1513; and (4) provide the legislative auditor with access to all records maintained by the youth court as otherwise permitted by law.
