At the hearing, the hearing panel must cause to be kept a record showing: (1) the names of all persons appearing before the hearing panel on behalf of the person seeking clemency from the governor; (2) the names of all persons appearing before the hearing panel in opposition to the granting of the same; (3) the testimony of all persons giving evidence before the hearing panel; (4) that the affidavit and return from the printer of the publication of the notice and order of hearing was on file prior to the hearing.
