53-30-719. Telephone privileges. (1) An adult inmate in restrictive housing for administrative segregation or protective custody or a youth in protective custody is allowed telephone privileges. (2) Unless security or safety considerations dictate otherwise, an inmate in restrictive housing is allowed, at minimum, telephone privileges to access the judicial process, to call an attorney of record, and during family emergencies as determined by the administrator or the administrator's designee.
