Except as provided in 61-3-311, a motor vehicle that is registered for the first time in this state must be assigned a registration period corresponding to when the motor vehicle is first registered in this state. Except as permitted in 61-3-318 or 61-3-324, the registration period for a motor vehicle must remain the same from year to year.
