7-1-4147. State technical advice and assistance. (1) All state agencies are authorized and encouraged to provide technical assistance to municipalities. (2) The technical assistance services may not include those that can be as reasonably and expeditiously obtained through business channels. (3) State agencies are encouraged to develop the capacity to provide technical advice and assistance without charge to municipalities, but they are also encouraged to establish service charges for special or extraordinary technical advice. (4) The department of administration shall coordinate technical advice and assistance provided to municipalities by state agencies.
