For the purpose of defraying the expenses of regulation under this part, an itinerant vendor desiring to do business in any county of this state shall, before commencing business, pay to the county treasurer of the county the sum of $25 for a license to conduct the itinerant business for a period of 90 days from the date the license is issued.
