The city or town council has power to: (1) provide for and regulate the inspection of flour, meal, and all provisions and oils; (2) regulate the inspection of milk, water, butter, lard, and other provisions; (3) except as provided in 50-50-126, regulate the vending of meat, poultry, fish, game, and vegetables; and (4) restrain and punish the forestalling of provisions.
