75-10-805. State government waste reduction and recycling program. (1) In order to progress toward achieving the waste reduction targets identified in 75-10-803, each state agency, the legislature, and the university system shall: (a) prepare a waste reduction and recycling plan to reduce the solid waste generated by state government. This plan must be submitted to the department and must include, at a minimum, provisions for the composting of yard wastes and the recycling of office and computer paper, cardboard, used motor oil, used oil filters, and other materials produced by the state for which recycling markets exist or may be developed. (b) establish and implement a waste reduction and recycling program; and (c) apply computer technology to reduce the generation of waste paper through: (i) the use of digital access systems; (ii) the transfer of information in electronic rather than paper form; and (iii) other applications of computer technology.
