19-620. City council; departments and offices; control.The city council in a city under the city manager plan of government shall have authority, subject to the City Manager Plan of Government Act, to create and discontinue departments, offices, and employments, and by ordinance or resolution to prescribe, limit, or change the compensation of such officers and employees.
